Pangaon – Dhaka, Bangladesh

Installation, commissioning, and operation project of applying the Diesel Power Module Plant exceptionally available in the world – In a single location.

Project Overview

Pangaon Power Plant is the largest Diesel Power Module Plant operating with a capacity of 300MW. The plant covers a floor area of 18 Acres generating the set capacity at 0.85 PF.

The Power Plant is grounded between the intersection point between Shyampur and Hasnabad national grids. Hence, Pangaon contributes straight to the stability of the Bangladesh National Grid only at the period of urgent requirement. The access takes 10-12 minutes to transport power from 0MW to 300MW. Pangon Power Plant is built into a fully automated site.

Project Implementation

APR Energy (“APR”) provides cost‐efficient reliable electricity, on a fast‐track basis, anywhere in the world. They leverage state of the art technology and industry‐leading expertise to provide utility and industrial customers with fuel‐efficient turnkey plants that are rapidly deployed, customizable, and scalable.

APR Energy Bangladesh Limited has registered under Act XVIII of 1994 (Certificate of Incorporation No. C‐141426/2017) has received from The Government of the People’s Republic of Bangladesh represented by the Ministry of Power, Energy, and Mineral Resources and The Power Grid Company of Bangladesh Ltd. In detail, the certificate is a registered office at New IEB Bhaban (3rd and 4th floors), Ramna, Dhaka‐1000 a 5-year contract dated February 5, 2018 to provide 300MW of power at the Power Generation Facility at Pangaon, Keranigani, Bangladesh.

On the contrary, LTP has been visiting the Pangaon site from August 2017. The development of the site was initiated in November 2017 to position the asset in January 2018. The site was a swamp, and it used a total of 175,000M³ sand to fill the area and then compacted with 3,700M³ gravel to accommodate the assets.

The Story

In the month of February, the LTP team visited Bangladesh to commit to a 360 performance of servicing and testing of the Diesel Power Module Plant. The transformers – also, were as important as the planned inspections of the 300MW project which was to take place in the month of August 2018.

Interestingly, the commitments were gathered from 20 APR Employees, 40 LTP team members and 380 local contractors. This team directly contributed to transforming this project into a success. The manpower (counted to around 60%), was efficiently utilized under the operational segment for the COD test.

The bigger picture involves converting standalone operated DPM units to a fully automated power plant. The presence of 74 DPMs with a variety of controller types. LTP was privileged to convert and upgrade all of them into fully automated DEIF controllers. This success resulted in giving space to the user to operate conveniently and smoothly among the team. The complex breakdown calculates a single command to direct the Plant Controller to start all the DPMs in one moment from 0MW to 300MW maximum time of 15mins.

The command of the Plant Controller supports the chain of communication with group controllers as per the priority order. This leads to the final command to start with the DPM inside the group. Next, the whole generated power from the DPM travels to the transformer plus to the 11KV switch yard. This is the site where generated power is exported to 230KV Bangladesh National Grid conjunction. This set up consists of 90MVA which supports an open-economic trade of 300MW. This system results the DPM to burn 97,000 liters of fuel per hour.

The happy ending of this case is the unity of LTP team members. Their untiring efforts, enthusiasm and perseverance has lead to complete a 100 hour capacity test by August 09th – 2018. This promise delivered has successfully initiated operations at the 300MW Pangaon Power Plant. Today, the plant runs perfectly providing the best of output.
